Can a homeowner prepare his or her own plans?

Plans can be prepared by a homeowner in the case of a detached single family home if intended to be used exclusively as his or her private residence. Owner must endorse the plans and show adequate details of competence and compliance in the opinion of the Official. If not used as a private primary residence plans must be prepared by a New Jersey licensed design professional.
